Project Description

The West Dowling Road Phase II: C Street to Minnesota Drive project (WDR II) is the final piece in a series of improvements to Dowling Road project that will improve east‐west traffic flow, reduce traffic on Tudor road, and help develop a more connected roadway pattern as identified in the Anchorage Long Range Transportation Plan (LRTP). The LRTP identifies WDR II as a top‐priority project for shaping Anchorage’s future.

HISTORY OF PROJECT
West Dowling Road Phase II: C Street to Minnesota Drive is a portion of a larger project that has been considered for many years. Work began on an Environmental Assessment (EA) in 2002, which studied upgrades to West Dowling between the Old Seward Highway and C Street, as well as a new road extension between C Street and Minnesota Drive to answer the question:

"How do we provide an east/west road connection along the Dowling Road corridor from the Old Seward Highway west to Minnesota Drive?"

The EA, completed in 2007, recommended construction of the Rovenna alternative west of C Street. DOT&PF divided the EA study area into Phase I (Old Seward Highway to C Street) and Phase II (C Street to Minnesota Drive) in 2008. Dowl HKM was selected to complete Phase I upgrades in 2008, and HDR Alaska was chosen to complete Phase II design and permitting in 2009.

WHAT WILL IT LOOK LIKE?
West Dowling Road Phase II: C Street to Minnesota Drive project calls for a four‐lane roadway consisting of two lanes in each direction with a raised‐center median. Additional improvements include a new intersection at Raspberry Road and 68th Avenue, a new bridge over Arctic Boulevard at the Alaska Railroad Corporation tracks, street lighting, drainage, and pedestrian amenities including a 6‐foot sidewalk and a 12‐foot separated pathway.

PROJECT SCHEDULE:
The initial design phase for the WDRII will continue through 2010, when the Design Study Report will be completed and permits obtained. Final design will be
finished in 2011, and the project is scheduled to begin construction in the summer of 2012.
